We will use _ as CLI level divider. The XML definition filename and also
the Python helper should match the CLI node.

Use Jinja2 templates instead of old vyatta-wanloadbalance.pl to
generate configuration '/run/load-balance/wlb.conf' wich used by
/opt/vyatta/sbin/wan_lb
