Apply baseline defaults for `.gitattributes` and `.vscode/settings.json`
for improved developer experience.
The `.gitattrbutes` settings are based on:

Community templates (https://github.com/gitattributes/gitattributes)
Since editor-agnostic line-ending specific settings are applied to
`.gitattributes`, they can be removed from `.vscode/settings.json`.
The global VSCode defaults have also been removed to avoid duplication.

The previous implementation did not iterate over the communit list, so only
one match criteria was supported.
set policy route-map FOO rule 10 action 'permit'

worked but on the other hand this failed:

If a parameter is required is determined from the Python string on commit.
This "indicator" is not used consistently and sometimes missing, or added where
it is not required anymore due to Python script improvement/rewrite.
