Relocate the kea dhcp op-mode functions to kea helper
functions in vyos.kea. This allows the functions to
be reused by other scripts, not just op-mode wrappers.
This moves the source of truth for the op-mode
commands to the actual running kea instance,
rather than VyOS config path.
Also, apply some minor code cleanup and make some
of the mappings consistent across the functions.

Due to Kea's lease file cleanup, the CSV file content is inconsistent. This commit makes changes to use the Kea control socket to fetch current lease information.

Prior dhcpd behaviour implicitly handled requests for locally connected subnets. Kea requires an explicit link between subnets and an interface.

Reinstate support for hostname in DHCP reservation. Having `hostname` in
allows for server-side assignment of hostname. This is useful for static
lookup of hostname.
Ensure that hostname is a valid FQDN (doesn't have underscore, etc.)
Additionally, support using either of DUID or MAC address for
reservation. While MAC address is typically used for IPv4, and DUID is
typically used for IPv6, either of them can be used in IPv4 and IPv6
reservations in Kea.
