A radio is not in the interface mapping file, as every interface on a phy
carries that phy's address and there is nothing there to anchor a name to.
Nothing checked that the rescan finds one on the system instead, so the
regression which left a radio without a configuration node went unnoticed.
Run the installed helper against a copy of the running configuration, on an
interface the testcase creates for itself so it does not depend on what
another one left behind. Reverting the fix makes it fail, with no node for
the radio at all.
It lives in a file of its own because the test shim keys its configuration
session on the process id, and a second testcase class in one file tears
that session down underneath the first.
