The next evolutional step after adding get_config_dict(..., with_pki=True) is
to add a common verification function for the recurring task of validating SSL
certificate existance in e.g. EAPoL, OpenConnect, SSTP or HTTPS.

VyOS has several services relaying on the PKI CLI tree to retrieve certificates.
Consuming services like ethernet, openvpn or ipsec all re-implemented the same
code to retrieve the certificates from the CLI.
This commit extends the signature of get_config_dict() with a new option with_pki
that defaults to false. If this option is set, the PKI CLI tree will be blended
into the resulting dictionary.

Remove the quotes, this will always return the hash for string "password".

When enabling identity-based-config, users can add arbitrary config keys
that are processed by ocserv. The user "must know" what he is been doing, as
invalid config option will make the ocserv daemon go ... whoop!
Thus add a warning and inform the user about this setting.

the default value was merged not in a proper way.
It is added as a server.

Adds CLI configurations under VPN - OpenConnect to facilitate per user/group vpn session configurations. We check listen port before commit service if is port available and
not bounded, but when we start openconnect our own port starts be
bounded by "ocserv-main" process and next commit will be fail as
port is already bound
To fix it, extend check if port already bonded and it is not our
self process "ocserv-main"

Implement yes/no configuration and parameter handling during jinja
rendering.
Fix bug wherein openconnect-server configuration requires creation
of local user accounts even when RADIUS authentication is used.
Testing:
Set the groupconfig=yes param and observed change in generated
/run/ocserv/ocserv.conf.
Removed the local users via `delete vpn openconnect
authentication local-users` and observed commit & service operation
