Subject: VPP: T1797: Added interfaces reinitialization

After an interface is added/removed from VPP, it will be reinitialized, which
allows reconfiguring IP addresses on it.

Also modified VPP load priority to start before interfaces, and avoid
reconfiguration during boot.
