Kernel: T9014: regenerate arm64 base config against Linux 6.18
The arm64 base config was still the dump of a 6.6.15 configuration. It had
only ever been hand edited per feature, never regenerated, so building
6.18.x produced 91 warnings from merge_config.sh:
