Docker: T9216: remove dependency on VyOS binary repository
The VyOS binary DEB repository was added to the container in commit a9a552bb441
("Docker: T7648: add additional vyos-1x build dependencies"). This is no longer
necessary as pylint can be instructed to ignore the vici import and thus
removing a circular dependency on the repository.
