Set the serial console speed to 115200 in all build scripts, as is the standard for current boards. This avoids an annoyance for users of the livecd, and makes the defaults in build scripts in tools/ and scripts/ consistent.

Debian Team finally shut down all jessie-backport mirrors after announcing discontinuation [1] in July 2018. As we heavily rely on Backported Packages for VyOS 1.2 we need to move the installation mirrors to Debian Archive. In addition the repo signing keys already expired requiring us to set Acquire::Check-Valid-Until=false when building the ISO.
