T4300: Added full support for network-config
Added the support for all types of interfaces supported in
network-config. See detail here:

For Networking Config Version 1:
- physical
- bond
- bridge
- vlan
- nameserver
- route
For Networking Config Version 2:
- ethernets
- bonds
- bridges
- vlans
Also, the code was refactored to reduce actions duplication and prepare
for future syntax and structure improvements.
