integration_tests: introduce IntegrationInstance.restart (#708)
This wraps pycloudlib's `BaseInstance.restart` and `BaseInstance.wait`
to pass the same parameters as on launch, to avoid cloud-init failures
on the _reboot_ raising an exception.
