Use PEP 589 syntax for TypeDict annotation.
Also fixes previously broken typing MetaSchema typing implementation.

Improve schema validation.
This adds strict validation of config module definitions at testing
time, with plumbing included for future runtime validation. This
eliminates a class of bugs resulting from schemas that have definitions
that are incorrect, but get interpreted by jsonschema as
"additionalProperties" that are therefore ignored.
- Add strict meta-schema for jsonschema unit test validation
- Separate schema from module metadata structure
- Improve type annotations for various functions and data types
Cleanup:
- Remove unused jsonschema "required" elements
- Eliminate manual memoization in schema.py:get_schema(),
reference module.__doc__ directly

Various modules restart services and they all have logic to try and
detect if they are running on a system that needs 'systemctl' or
'service', and then have code to decide which order the arguments
need to be etc. On top of that, not all modules do this in the same way.
The duplication and different approaches are not ideal but this also
makes it hard to add support for a new distribution that does not use
either 'systemctl' or 'service'.
This change adds a new manage_service() method to the distro class
and updates several modules to use it.

Virtuozzo Linux is a distro based off of CentOS 8, similar to Alma Linux and Rocky Linux.

Also added a new (currently experimental) systemd-networkd renderer,
and includes a small refactor to cc_resolv_conf.py to support the
resolved.conf used by systemd-resolved.

Rocky Linux is a RHEL-compatible distribution so all changes that have
been made should be trivial.

AlmaLinux OS is RHEL-compatible so all the changes needed are trivial.

The service installed by the CentOS and RHEL 'ntp' package is
ntpd.service
not
ntp.service
Fix that for those two distros.
Also fix chrony service from 'chrony' to 'chronyd'.

Modify cc_ca_certs, cc_ntp, cc_power_state_change, and cc_resolv_conf for Alpine.
Add Alpine template files for Chrony and Busybox NTP support.

This was painful, but it finishes a TODO from cloudinit/subp.py.
It moves the following from util to subp:
ProcessExecutionError
subp
which
target_path
I moved subp_blob_in_tempfile into cc_chef, which is its only caller.
That saved us from having to deal with it using write_file
and temp_utils from subp (which does not import any cloudinit things now).
It is arguable that 'target_path' could be moved to a 'path_utils' or
something, but in order to use it from subp and also from utils,
we had to get it out of utils.

Create a schema object for the `apt_configure` module and
validate this schema in the `handle` function of the module.
There are some considerations regarding this PR:
* The `primary` and `security` keys have the exact same properties. I
tried to eliminate this redundancy by moving their properties to a
common place and then just referencing it for both security and
primary. Similar to what is documented here:
https://json-schema.org/understanding-json-schema/structuring.html
under the `Reuse` paragraph. However, this approach does not work,
because the `#` pointer goes to the beginning of the file, which is
a python module instead of a json file, not allowing the pointer to
find the correct definition. What I did was to create a separate dict
for the mirror config and reuse it for primary and security, but
maybe there are better approaches to do that.
* There was no documentation for the config `debconf_selections`. I
tried to infer what it supposed to do by looking at the code and the
`debconf-set-selections` manpage, but my description may not be
accurate or complete.
* Add a _parse_description function to schema.py to render multi-line
preformatted content instead of squashing all whitespace

Add a base NTP client configuration dictionary and allow Distro
specific changes to be merged. Add a select client function which
implements logic to preferr installed clients over clients which
need to be installed. Also allow distributions to override the
cloud-init defaults.

pinned tox pylint dependency used by our tox pylint target.

Fix three things related to the ntp module:
1. Fix invalid cloud-config schema in the integration test which
provided empty dicts instead of emptylists for pools and servers
2. Correct logic in the ntp module to allow support for the minimal
cloud-config 'ntp:' without raising a RuntimeError. Docs and schema
definitions already describe that cloud-config's ntp can be empty.
An ntp configuration with neither pools nor servers will be
configured with a default set of ntp pools. As such, the ntp module
now officially allows the following ntp cloud-configs:

- ntp:
servers: []
pools: []
3. Add a simple unit test which validates all cloud-config provided to
our integration tests to ensure it adheres to any defined module
schema so as more jsonschema definitions are added, we validate our
integration test configs.

Add schema definitions to both cc_resizefs and cc_bootcmd modules. Extend
schema.py to parse and document enumerated json types. Schema definitions
are used to generate module documention and log warnings for schema
infractions.
This branch also does the following:
- drops vestigial 'resize_rootfs_tmp' option from cc_resizefs. That
option only created the specified directory and didn't make use of
that directory for any resize operations.
- Drop yaml.dumps calls from schema documentation generation to avoid
yaml import costs on module load
- Add __doc__ = get_schema_doc(schema) definitions it each module to
supplement python help() calls for cc_runcmd, cc_bootcmd, cc_ntp and
cc_resizefs
- Add a SCHEMA_EXAMPLES_SPACER_TEMPLATE string to docs for modules which
contain more than one example

Some systems like Ubuntu-Core do not provide an ntp package for
installation but do include systemd-timesyncd (an ntp client).
On such systems cloud-init will generate a timesyncd configuration
using the 'servers' and 'pools' values as ntp hosts for timesyncd to use.

cloud-config files are very flexible and permissive.
This adds a jsonsschema definition to the cc_ntp module and validation
functions in cloudinit/config/schema which will log warnings about
invalid configuration values in the ntp section.
A cmdline tools/cloudconfig-schema is added which can be used in our dev
environments to quickly attempt to exercise the ntp schema.
It is also exposed as a main in cloudinit.config.schema.

Any CiTestCase subclass can now set a class attribute with_logs = True and
tests can now make assertions on self.logs.getvalue(). This branch
restructures a bit of cc_ntp module to get better test coverage of the
module. It also restructures the handler_cc_ntp unit tests to avoid nested
mocks where possible. Deeply nested mocks cause a couple of issues:
- greater risk: mocks are permanent within the scope, so multiple
call-sites could be affected by package mocks
- less legible tests: each mock doesn't advertise the actual call-site
- tight coupling: the unit test logic to tightly bound to the actual
implementation in remote (unrelated) modules which makes it more
costly to maintain code
- false success: we should be testing the expected behavior not specific
remote method names as we want to know if that underlying behavior
changes and breaks us.

On systems which installed ntp and specified servers or pools in the
config ntpd didn't notice the updated configuration file and didn't
use the correct configuration. Resolve this by rendering the template
first which allows the package install to use the existing
configuration. Additionally add a service restart to handle the case
where ntp does not need to be installed but it may not have started.
Add an integration test to confirm that cc_ntp enables ntp to use the
specific servers and pools in the cloud-config.

This has been a recurring ask and we had initially just made the change to
the cloud-init 2.0 codebase. As the current thinking is we'll just
continue to enhance the current codebase, its desirable to relicense to
match what we'd intended as part of the 2.0 plan here.
- put a brief description of license in LICENSE file
- put full license versions in LICENSE-GPLv3 and LICENSE-Apache2.0
- simplify the per-file header to reference LICENSE
- tox: ignore H102 (Apache License Header check)
Add license header to files that ship.
Reformat headers, make sure everything has vi: at end of file.
Non-shipping files do not need the copyright header,
but at the moment tests/ have it.

This adds lots of config module documentation in a standard format.
It will greatly improve the content at readthedocs.
Additionally:
* Add a 'doc' env to tox.ini
* Changed default highlight language for sphinx conf from python to yaml
most examples in documentation are yaml configs
* Updated datasource examples to highlight sh code properly

Add support for installing and configuring ntp service, exposing the
minimum config of servers or pools to be added. If none are defined
then fallback on generating a list of pools by distro hosted at
pool.ntp.org (which matches what's found in the default ntp.conf
shipped in the respective distro).
