Any distro that has a '_write_nework_config' method should no
longer get their _write_network called at all. So lets drop
that code and raise a RuntimeError any time we got there.
Replace the one caller of 'apply_network' (legacy openstack path)
with a call to apply_network_config after converting the ENI to
network config.

Multiple distros use sysconfig format but have different content
and paths to certain files. Update distros to specify these
template paths in their renderer_configs dictionary.

Several references that were using URL shorteners are now broken due to
their service going away, making it painful to even figure out what they
were supposed to be pointing at. Put back long URLS using '# noqa' to
make flake8 happy.

Previously, the distro had hard coded which network renderer it would
use. This adds support for just picking the right renderer based
on what is available.
Now, that can be set via a priority in system_info, but should
generally work. That config looks like:
system_info:
network:
renderers: ["eni", "sysconfig"]
When no renderers are found, a specific RendererNotFoundError is raised.
stages.py is modified to catch that and log it at error level. This
path should not really be exercised, but could occur if for example an
Ubuntu system did not have ifupdown, or a rhel system did not have
sysconfig. In such a system previously we would have quietly rendered
ENI configuration but that would have been ignored. This is one step
better in that we at least log the error.

Recent fedora releases use "dnf" instead of "yum" for package
management. While there is a compatible "yum" cli available, there's
no guarantee that it will be available.
With this patch, cloud-init will check for /usr/bin/dnf and use that
if it exists instead of yum.

This has been a recurring ask and we had initially just made the change to
the cloud-init 2.0 codebase. As the current thinking is we'll just
continue to enhance the current codebase, its desirable to relicense to
match what we'd intended as part of the 2.0 plan here.
- put a brief description of license in LICENSE file
- put full license versions in LICENSE-GPLv3 and LICENSE-Apache2.0
- simplify the per-file header to reference LICENSE
- tox: ignore H102 (Apache License Header check)
Add license header to files that ship.
Reformat headers, make sure everything has vi: at end of file.
Non-shipping files do not need the copyright header,
but at the moment tests/ have it.

Set the default value for 'ssh_svcname' in rhel distros.
This means that it no longer needs to be set in system_info config.

The existing cloud-init code determines if systemd is in use by looking at the
distribution name and version. This is prone to error because:
- RHEL derivatives other than CentOS (e.g., Scientific Linux) will fail this test, and
- Distributions that are not derived from RHEL also use systemd
This patch makes cloud-init use the same logic that is used in systemd's
sd_booted() method

that resulted in odd behavior, missing the pep8 errors that are fixed

This patch does the following:
1. Adds support to process network config with IPv6
2. Adds support to display 'ifconfig -a' information for IPv6
3. Adds support to display routing information for IPv6

Without this change the tests are currently failing on rhel7
since a location where a hostname file is written no longer
exists at that location when systemd is active. To avoid this
allow the test to inspect if the distro has systemd enabled
and avoid testing the file when systemd is being used so the
test passes.
We likely need to figure out a better way to test features
that no longer exist as files but exist as commands with
systemd in general.

The ubuntu/debian networking file parsing function
really is more generic than just a rhel utility function
and can be used by others that want to use this functionality
for there own purposes (say in writing down a freebsd network
format instead) so moving this to its own module to encourage
its usage outside of rhel.

This patch fixes issues in Fedora 18 (and upcoming RHEL 7) which are
present due to their use of systemd:
- store locale configuration in /etc/locale.conf
- store hostname in /etc/hostname
- use a symlink for /etc/localtime (prior code would set the timezone
but corrupt data in /usr/share/zoneinfo due to presence of symlink)
It also contains fixes for issues unrelated to systemd adoption:
- explicitly scan /dev/sr0 with blkid in order to get the optical drive
in the blkid cache. This prevents an issue on systems running 2.6
kernels (such as RHEL 6) in which config disks on some devices won't
be detected unless the device has previously been queried.

- append a newline when rewriting sysconfig files, as this is customary
text configuration file formatting and is expected by some parsers
(such as the ifcfg-rh plugin for NetworkManager)

This change adds the ability to provide specific package versions to
Distro.install_packages and subsequently Distro.package_command. In order
to effectively use Distro.install_packages, one is now able to pass a
variety of formats in order to easily manage package requirements. These
are examples of what can be passed:
- "package"
- ["package1","package2"]
- ("package",)
- ("package", "version")
- [("package1",)("package2",)]
- [("package1", "version1"),("package2","version2")]
This change also adds the option to install a specific version for the
puppet configuration module. This is especially important here as
successful puppet deployments are highly reliant on specific puppet
versions.

often it is convenient to classify a distro as being part of an
operating system family. for instance, file templates may be
identical for both debian and ubuntu, but to support this under
the current templating code, one would need multiple templates for the
same code.
similarly, configuration handlers often fall into the same bucket: the
configuraton is known to work/has been tested on a particular family
of operating systems. right now this is handled with a declaration
like:
distros = ['fedora', 'rhel']
this fix seeks to address both of these issues. it allows for the
simplification of the above line to:
osfamilies = ['redhat']
and provides a mechanism for operating system family templates.

program to set the system hostname (more duplication elimination).
6. Make the 'constant' filenames being written to for configuration
by the various distros be instance members instead of string
constants 'sprinkled' throughout the code
