On Debian, ifupdown uses `source-directory /etc/network/interfaces.d`
(for new installs) to include files.

The current filename, 50-cloud-init.cfg, does not match against the RE
that is used to scan the directory for configurations (ASCII upper- and
lower-case letters, ASCII digits, ASCII underscores, and ASCII
minus-hyphens):

Of course many installations use `source /etc/network/interfaces.d/*`,
but not all.

This enables warnings produced by pylint for unused variables (W0612),
and fixes the existing errors.

Add a base NTP client configuration dictionary and allow Distro
specific changes to be merged. Add a select client function which
implements logic to preferr installed clients over clients which
need to be installed. Also allow distributions to override the
cloud-init defaults.

This has been a recurring ask and we had initially just made the change to
the cloud-init 2.0 codebase. As the current thinking is we'll just
continue to enhance the current codebase, its desirable to relicense to
match what we'd intended as part of the 2.0 plan here.
- put a brief description of license in LICENSE file
- put full license versions in LICENSE-GPLv3 and LICENSE-Apache2.0
- simplify the per-file header to reference LICENSE
- tox: ignore H102 (Apache License Header check)
Add license header to files that ship.
Reformat headers, make sure everything has vi: at end of file.
Non-shipping files do not need the copyright header,
but at the moment tests/ have it.

- Fixed bug with user creation on Ubuntu where the default user groups are
not set properly (LP: #1044044).
- Fixed documentation for user creation (LP: #1044508).

supplied SSH public keys would fail to apply since the configured user
may or may not exist. (LP: #1042459).
cloudinit/config/cc_ssh_import_id.py:
ssh_import_id.py now handles all user SSH import IDs.
cloudinit/distros/ubuntu.py:
Removed create_user class override as cruft, since ssh_import_id
now handles all users.
config/cloud.cfg:
Moved users_groups to run under cloud_init_modules.
doc/examples/cloud-config.txt:
Added missing documentation on user and group creation.

In an effort to pylint errors about NonImlementedError and
add_default_user, I moved this method to distro and genericized it.
Now, assuming a sane 'create_user' for the distro, this should work.
Also:
