Subject: Change DataSourceNoCloud to ignore file system label's case.

NoCloud data source now accepts both 'cidata' and 'CIDATA'
as filesystem labels. This is similar to DataSourceConfigDrive's
support for 'config-2' and 'CONFIG-2'.
