docs(conf.py): add docstring to _write_llms_txt hook
Document the hook's purpose, inputs (`html_baseurl` + `release`),
output (`<outdir>/llms.txt`), and the division of labor with
`sphinx_llms_txt` (which handles `llms-full.txt`).
Also functions as a real-content nudge to GitHub's PR ref pipeline,
which was failing to create `refs/pull/1903/head` after the initial
empty-commit + close+reopen attempts. The substantive doc improvement
is independently worthwhile.
