Refresh autotools helper file for ARM64 support.
* debian/control:
- add build-dep on dh-autoreconf.
* debian/rules:
- use autoreconf addon to refresh autotools helper files and gain support
for ARM64.
* debian/source/options: ignore files regenerated by autoreconf addon.
