make: Fix search paths for vendor sbat.*.csv files
Currently if you're building in a subdirectory, we're not correctly
finding vendor sbat.foo.csv files if they're in
$(TOPDIR)/data/sbat.foo.csv rather than $(BUILDDIR)/data/sbat.foo.csv.
This patch makes it search both of those during the build.
