dhcp-server: T9267: skip match-condition check for disabled client classesrolling
The renderer (vyos.template.kea_client_class_json()) already skips
classes with 'disable' set, so they never reach Kea and don't need a
match condition. verify() didn't know about this and rejected them
regardless, breaking configs that committed fine before this feature:
a disabled class with no relay-agent-information/hostname/vendor-class-id
now failed to commit, and on a fresh boot that took the whole
service dhcp-server subtree down with it (reported by alexk37).
