Consequently, the case should be checked and handled during migration.

Change: 'if (len(argv) < 1)' to 'if len(argv) < 2'

Rename quagga migration scripts for correct sequences
between 1.3 and 1.4 branches
7-to-8 in 1.3 uses the same migration as 8-to-9 in 1.4
