The workflows directory was named ".github/workflows " (two trailing
spaces), so GitHub never executed any workflow in this repo — including
the CLA check, the directory's only workflow. Rename it to the exact
path GitHub requires and repoint the CLA reusable from the stale
pre-rename "@current" ref to "@production", matching the fleet.
