refactor: use builder-inited hook for WebP image type override
Replaces class-level patching of StandaloneHTMLBuilder/DirectoryHTMLBuilder
with a builder-inited event hook that only modifies html, dirhtml, and
readthedocs builders. This avoids unintentionally affecting EPUB or
HTMLHelp builders that inherit from StandaloneHTMLBuilder.
